Pell Grants can now be used for shorter-term certificate programs, which were previously ineligible. This is a major expansion that will help students in fields like healthcare and skilled trades.
Students with full-ride scholarships: Students who receive grants or scholarships from other sources (such as states, colleges, or private foundations) that fully cover their cost of attendance will no longer be eligible for a Pell Grant.
High Student Aid Index (SAI): New rules make students ineligible if their SAI is twice or more than the maximum Pell Grant amount. This change primarily affects a small number of students who might have low income but high non-income assets, such as large savings accounts.
Foreign Income: Families will now be required to include foreign income in the calculation of their SAI, which could reduce the grant amount for some students.
