The President can initially take control for up to 48 hours. To extend this control, the President must notify Congress in writing. The total period of federal control cannot exceed 30 days unless a joint resolution from Congress extends the emergency. The control also ends if Congress passes a joint resolution to terminate it or when the emergency ends.
I seriously doubt he'd do it since he didn't for Jan 6 but he could use the Insurrection Act for the other cities
