I used to work for the water company in my city. Itโs hilarious how poorly ran it is. Every department is understaffed, no department does preventative maintenance, the department that supposed to, usually spends time driving around doing nothing.
Essentially everyone there saw their job as emergency services employees, which was like, if shit ainโt absolutely hitting the fan, donโt touch nothing or do nothing until it is.
Right now our city is sitting on a ticking timebomb of pipes so old that the water pressure in the city can no be at normal pressure. Management at the place told me, if they replace the pipes, the city wants them to replace the pavement to the streets.
But if a hurricane comes and destroys the streets, the city will pay to fix the resulting burst pipes and cover the cost of the streets. So both the city and the water company are waiting for it to be each others fault before they fix anything.
I assume the same thing happens elsewhere
