I remember thinking about this back in the early 90's while watching a documentary on either The Learning Channel or Discovery about China.
If the majority of Chinese women only had one kid, there's no mathematical way to reach over a billion people in that country, as opposed to India that had no such a restriction. In fact, their population should have declined significantly.
