I think people are misrepresenting what he's saying, but even what he's really saying is bad. There really ain't no defending Joe these days.
Without more context it sounds to me like he's making that "diversity for the sake of diversity" argument. But trump hired a bunch of unqualified people himself. He just didn't gaf about optics. All they all want is mindless agenda pushers first and foremost.

Exactly. He's not saying that Black people or other nonwhites are stupid. He's saying that they just hire minorities to hire them and don't really put any thought into qualifications.
That's still a stupid thing to say though, which is why there's really no defending Joe anymore.
