How does this work? If another man confesses, aren’t all charges dropped and they’re released? Or can the judge decide that the confession was a lie and keep them in?

The Governorfor whatever reason has the ultimate control in this situation..

The Governor completed her review of Mr. Vaughn’s file last week. Unfortunately, she has chosen not to grant clemency at this time. He will be able to reapply in 6 years, pursuant to statute.
