That's an interesting take. Technically, nothing about UI should be tied to power. It's a pretty common concept in martial arts. Roshi is supposed to be a super experienced and knowledgeable martial artist. It's not inconceivable he'd understand the concept.

Herms posted other pics from the manga. What happened was roshi was telling goku to not focus on raising his power to be on equal footing with jiren. He basically pulled a ultra trunks from the cell games and jiren told him he still trash. Very next page jiren knocks roshi out with a karate chop to the back.
