In hindsight, makes sense why he was kept out the Englang squad.
He's immature and stupid, showed and proved before even getting an appearance, then they found out about his deviant ways..
FA were covering their own ass, given how much fanfare his addition would have drummed up. They knew, club knew, press knew...cover-up.
Greenwood and his people allowed Southgate to make multiple public comments insinuating that he's mentally fragile and immature, without any rebuttals. I always thought that was suspect.

With the club knowing and the FA not doing shit all this time can each of these entities be held accountable for not doing their part in getting the law involved?

The FA govern the national team, which represents the country and United are a national institution, only so much disrepute the police/government will cause to those businesses.
Plus the media are complicit, all that makes plausible deniability an easier and reliable masquerade.
All three factions have something to lose.
