Ok here I go being different again.

Voting is not an action. Action is an action. Doing something and being active is the only thing that changes things. When I vote, If/when something goes wrong I can point my finger at you and say "but you promised..." instead of actively applying the change.

I don't vote, not even locally, I also believe our elders fought and died in vain for the "right" to vote. But I am very active in my community through action. It's the action that changes things or creates the policy. Policies are created because of action only. Policies change because of action only.
