The interesting thing about it is that even if you give the cops the benefit of the doubt, they still fucked up. I guess the question really is that if the cops are doing their job and simply fuck up. is it criminal? After watching the re-enactment, I can see why they only charged the one guy. He definitely was in the wrong no matter how you cut it. The other cops performed badly and were wrong, but the question is whether or not they actually broke the law or just broke tactical policy. I'm not saying I don't think they shouldn't be in jail. I'm just don't know how the law works in that case.
