Potassium bromate is a flour additive used to strengthen dough, enhance elasticity, and increase loaf volume in bread production. While it is banned in many countries including the European Union, Canada, and Australia, it remains legal in the United States under FDA regulations, which allow up to 75 ppm in flour with a residual limit of 20 ppb in finished products.
Health Risks
The additive is classified as a possible human carcinogen by the International Agency for Research on Cancer (IARC) and has been linked to thyroid, kidney, and other cancers in animal studies. Although baking is intended to convert potassium bromate into harmless potassium bromide, studies indicate that residual amounts often remain in bread, particularly if baking temperatures are insufficient or additives are overused.
Regulatory Status
Banned: United Kingdom, Canada, EU, China, South Korea, Japan, and others.
Permitted with Restrictions: United States (voluntary reduction encouraged), India, and Brazil.
Labeling: U.S. manufacturers must list "bromated flour" or "potassium bromate" on ingredient labels.
California: Requires cancer warning labels on baked goods containing bromate above specified levels under Proposition 65.
