What? When was Jay ever blocked from NYC radio? I never lived up there, but I know people from there and the way they talk, after Jay dropped, radio stations were basically playing his whole albums. He might be talking about before he dropped, but that doesn't make sense either. It's not like he was the first NY rapper to be talking about selling drugs.
