It should be a basic image or photo editor on your computer. As terrible as 3D Paint is, you can use it. I'd just color over what you don't want shown or blur it.

I use Gimp (free) to edit, draw, paint, etc. It's just as functional as Photoshop.

I think he tryna remove the data contained within the photo. I use to have a app for that but can't remember the name. let me look
