this is one time where I can honestly say that's probably not the case. Metro patrols up and down Las Vegas Blvd on foot and on bike for this kind of stuff. Believe it or not, you have to have a license to panhandle out here. Don't have it? Metro will either jus tell you to pack it up and move along or issue a citation and tell you to beat it. Same for vendors selling anything, gotta have a license to do it. Normally they'll cite you for not having it and keep it moving, I've never seen it go this fuckin far for it.
