If you had asked me in the 90s I would have said yes, along with DJ Premier.
Now in 2021 I say Premier is definitely top 5, not sure about Q Tip, he started off the same time as Premier but Premier's output eclipses Q Tip's over the past 30 years.
His style started a trend and inspired mad rappers and producers. He made "Bonita Applebum" when he was 15 & most of his debut album is from samples he made from a cassette deck & his dads records before he could use real studio equipment. He def top 5 from impact alone.
