People wanted the government to parent because they're lazy. So states have passed laws forcing adult sites to add an age verification step to access the site. Some of the wording is vague so some sites just put up a popup saying proceed if you're 18+ while other sites simply banned IP addresses from the entire state. One of the ways to bypass the IP ban is to use a VPN and pick an IP address that's from a state where it's not banned
