I think it's based on when the album it's on was released.
It was only 'Tupac Greatest Hits' though wasn't it, which was released in 1998... Then 'Unconditional Love' was dropped in 1999 I believe...

So if that doesn't count, I'd like to nominate Thick by DITC, which was also released on an album in 2000, however, the version on the album is a remix and sounds nothing like the original version that came out in 1999.
