Nah, shit was beautiful. Websites were a lot simpler so it wasn't nearly as bad as you would think. Plus if you had 1b or 2b ISDN you were pretty much loading shit about as fast as you would nowadays.

The only thing I do remember about these years, was that it took between 4 - 72 hours to upload any streaming movie page (it was difficult to find a Dragon Ball Z movie in French dubbing online, back to these days. Let alone, to find any of those even in original Japanese dub plus subtitles) , that Kazoo had nearly sent our computer to the junkyard a dozen of times, that AOL wasn't as fast as their commercials used to claim, and that I used to read scan mangas and play on Cartoon Network and CBC/Radio-Canada's arcade webgames.
