Homelessness serves no purpose to the government at all and if capitalists actually cared about capitalism they'd seek to make as many people active economic participants as possible.
One homeless person means a landlord missed potential rent, their barber/hairdresser loses out, the local boozer, local restaurants etc. The government loses tax income.
But obvi the powers that be care more about localisin' wealth amongst themselves than their countries
