Nah, I wouldn't call the cops over no petty shit, but when your stealing gets to the thousands, it seems like your actions have gone past just deserving to be fired.
In Michigan she'd be charged with felony embezzlement because it's over a grand. That's 5 to 20 years out here.
I'd still have the cops come get her, but I'd ask the judge for leniency and put her on papers for a few years instead of prison or diversion if she's under the max age (21 I believe out here). There has to be a punishment that lets her know "this could really be far worse than what you're about to get" to give her a chance to straighten up and fly right. I wouldn't be too quick to send someone young to prison for skimming but at that amount something has to be done about it.
Well, I'm assuming they would have done the same thing for a white person too. When it comes to businesses they see green over every other color. That said, if they did just go hard on her because she's black (which I admit is possible), that's foul.
