They're judging the individual performances, not the overall quality of the show. I can't speak for myself cause I've never watched True Detective but Cristin would have been my choice. Hopefully she'll win the Emmy this year

Jodie's performance was good but I don't think it was better than Cristin

Though depending on if she's going to compete against the actress in Shogun she may have a really tough battle ahead
