And I can see how it can be viewed as a contradiction, but the NY positivity rate did become the lowest in the nation and remain there for months:

So this chart shows the positivity rate shoot up right before April. The order to send Covid patients to nursing homes was issued March 25th. Looks like the rate started dropping in May when the order was ended.
