When I used to work for a major publisher that was a regular practice. Not in such a dramatic and inept fashion but basically the idea was that the older people were getting paid way more (they earned it) and weren't bringing in fresh ideas so they would routinely force them to retire and just promote their direct reports (with way less experience) and give them a better title and no raise and they would eat it up.
