To keep this shit "free", they implemented seasons that contain certain maps, weapons, skins, etc that can be purchased but are optional and not required. Most of it's cosmetic shit anyway.
Companies started doing this as a way to make money after the initial sale of the game.
Leveling up guns is as old as the first modern warfare. Getting gold weapons etc. For some it helps with not making things feel like such a grind. It's still definitely a carrot at the end of the stick thing for sure but the good news is if none if that interests you, then you don't have to do it. You'll just eventually level up by killing anyway but at a much slower pace and that might be ok with you
