Could've had Retegui and Lautaro Martinez at different points, at Boca Juniors, before they went to Velez and Racing, then Europe. The hierarchy never gave them an opportunity.

PL are literally amending the rules now.
But if they didn’t. A lot of clubs would benefit, and since City still facing 115 charges they might not benefit for a long time.
