I'd be surprised if Goodell forces an owner out of the league. Wouldn't mind it cause Stephen Ross has been quite incompetent

As much as the NFL is a good ol’ boys club. They all are about their bottomline at the end of the day. And if what Ross did gives people the impression the league is fixed at all and hurts the “ integrity“ of the league. I think they’d vote him out.

Unless they feel he has dirt on the other owners as well and would expose it.

Disciplinary issues is the only area where he has full autonomy for the most part (suspensions, fines, etc)

actually forcing an owner out of the league is a whole different ballgame
