Alot of the difference is the fact that many of these top programs over sign just to keep guys from going to the competition.

I can see that trickle effect happening but I think it will be minimal compared to the parity it would create including HBCUs being able to get more and better talent consistentlyFrom a competitive standpoint I agree. We're seeing eye to eye on that point.
It's just that if you take 15 schollies away per program that's less kids getting a free ride. More players gonna get pushed down to FCS, FCS guys pushed to d2 etc. And we know schollie money gets more scarce the more you go down. The optics on the educational side would look a certain way.
