Depends on how much they have been working on with the game. Im sure they didnt just stop with developing because they knew eventually the game would come back. And honestly Im not really expecting a game until 2023 to give ample time to get all the liscening hammered out.

they wouldn't be able to get a deal with players because they don't have a union to bargain with.

they just wont have any likenesses or names.

Yeah. Just dont know how long it may take to secure all the schools and also how much of the game they have to develop. Imo I dont think they ever stopped developing college football cause they knew eventually the game was coming back...but im sure it was minimal
