Restricted players rarely get offers from other teams right away unless they make it clear they want to move on and both sides agree. Clippers don't have an incentive to rush if no other teams are willing to slow up their process to sign him to an offer sheet. Clippers have to let him see the money to dry up then make him an offer or he can bet on himself and take the qualifying offer if he doesn't like what they're offering. Nothing surprising at all.
