That did surprise me. Not having any AC in today's world is kinda crazy. Some of them talk like they don't even have the window joints.

I finished the video you posted. Dude said it is seen as too much energy consumption. Also, he said many of their buildings are very old and have historic value. Putting central air or the window units could present a logistics and legal issue.

That kinda raises an interesting question about when you stop prioritizing historical value or modern comforts. As the world gets hotter, they are going to have to get past that.
