Its always different shit being said about why thye wont pull the trigger on Tez. from them thinking he too goofy/not serious enough to him not wanting to abandon Dawkins (which is the biggest) and i think that was actually something he spoke about on the show him and Bianca had.

the tag team shit is a cop out excuse imo cus they could keep them together and push him in the singles div. still.

the thing about him being goofy, i do remember when they had them trying to be with Lashley that one time and while they were a lot more serious he was still coming off as silly but it wont no over the top shit that he couldn't kick either so both those excuses were kinda weak.
