Not at all. The world is not black and white.

In your scenario, getting robbed by a 16yr old and a 22yr old is a crime every where. A stranger is being attacked. The law will jail both the teen and adult. This is a violent crime. They would most likely get different time but do time most definitely. I guess you can say that the law in this scenario protects the victim.

A teen and adult having sex will be judged differently in the court of law. Age of consent is 16 in some states, unfortunately. This is not a violent crime, so it would be judged differently in the court of law, if it would have happened in a state where age of consent is 17. In this case, the one who is breaking the law is the adult. The teen would probably receive repercussions from the parents but that is it. The minor didn't break the law. The law is there to protect minors. Not to protect the adult.

That's why I say they are not comparable.
