You will have teams trading off salaries to make cap room and since rookie scale deals are so cheap, the big markets will be able to draw and sign more of the top draft picks. Maybe even multiple in one rookie class.

Maybe give every team in the league a lotto ball and the non playoff teams get more, but equal amounts of lotto balls. To incentivize winning they could give the top regular season records 2 lotto balls instead of one.

That’s another revenue stream, so I definitely believe he floated that idea

The big markets won't be able to just sign all the rookies. There will be things put into place to alleviate this

Teams would be able to control rookie free agents through their agents and NIL deals. You could literally buy your rookie in high school , tell him which program you want him to learn under in college and wait until he finishes his year and sign him as a rookie free agent.
