On principle I don’t like the idea of fining teams for not playing guys to their liking.

If the Heat wanted to rest Bam on the 2nd half of a back to back; and for whatever reason the media and the fans of the 29 other teams were bitching enough, to the point where the commissioner decides to fine the Heat do you think that gives the league the right to do so?

Get rid of the lottery. Worst team record wise gets the number 1 pick. You will never completely get rid of tanking but you would at least confine it to 2 or 3 teams. The rest already know they don’t have a shot. Whereas right now a team like the Bucks have a realistic chance at the number 1 pick. Or even the Blazers if they lose in the play in.
