My take is

This is for 2 reasons

1. Kel’el can not be a player that just has things handed to him because he has motor concerns and a tad bit of an entitlement attitude with him playing lackadaisical during the first few summer league games until Spo called him out as an example

Kel’el came to his 2nd summer league, was already a starter, and played in the playoffs (if you wanna call it that) his rookie season

If Spo just handed him the starting spot again it would give him less incentive to focus and have something to strive for

2. Jovic with Herro out is probably the better player to have out there and Jovic is a big key to the play style we want to implement this season

Jovic also needs the room to grow into the player that I know he can be

And that player is pretty damn good

Bro Dru smith played two days ago

If he comes in this game he’s 100% cleared

No Lonzo ball stuff from him
