People wanted the government to parent because they're lazy. So states have passed laws forcing adult sites to add an age verification step to access the site. Some of the wording is vague so some sites just put up a popup saying proceed if you're 18+ while other sites simply banned IP addresses from the entire state. One of the ways to bypass the IP ban is to use a VPN and pick an IP address that's from a state where it's not banned

Yeah it started w/age verification for porn sites then YouTube wanted to implement age verification for it's app "to protect the kids" but the pushback from YouTube content creators/subscribers have been so strong that YouTube is rumored to be changing course on that dumb decision.
