However, that doesn't mean we don't have leverage. Blacks are the most consistent voting block that the Dems have, so we do have leverage because even if the Dems believe that they are about to win, they believe they need us to do it.

We addressed that in another thread. All he did in that so called plan was acknowledge that black people need unique help, and then offer a few proposals, most of which don't actually target blacks.
