2 albums of his own, looooads of radio freestyles, work with Children Of The Corn and DITC, features going from 1991 to 1999 and one really dope posthumous album... Not to mention he bought an original style to hip hop and unique voice and one of the first mainstream punchline rappers...

IMO defo enough to make him Top10...

He has some dope freestyles but his studio work wasn't top tier when he was alive. Redman, Jay, Wu Tang, Snoop, Was, Big, 2Pac, Boot Camp, Gang Starr, Scarface, Brand Nubian all had hotter studio material in the same timeframe
