Cleveland is considered East Coast because they have subwsys and buses and skyscrapers.
In fact, if you've ever been to San Francisco, thats considered an East Coast city for the same reason even though it's bordered by the Pacific Ocean. But compared to Oakland San Francisco is like night and day.
