Dispatch probably didn't include that detail, the same way 911 didn't include the detail about Rice's gun probably being a toy in the Tamir Rice case.

The cops are racist for sure, but it kinda gets swept under the rug how incompetent they also are.

When this was posted on reddit a few days ago, a cop chimed in in the comment section. He said when a car or bike is reported stolen, they just scan for the plate. They dont show what the plate it attached to, just that this plate is reported stolen. You gotta swipe to another screen on their computer to see the state and vehicle its attached to thats reported stolen. He said this mix up happens from bad police work, because the cop or cops were too lazy to swipe over on their screen to see the vehicle description that was reported stole or radio to dispatch to get a quick description.
