It's mostly genetics.

In my case, I'm part Native. Native Americans usually don't grow much in the way of secondary/body hair. Facial hair might be very limited to a goatee and even that might take years to grow. I was in my 30's before any part of a beard would grow outside of a goatee. Today I still can't really grow much of a beard.

So, take from that the fact that many Black folks do actually have a Native ancestor or two in their bloodline going back to slavery and you have genetic traits that could pop up at any time. As we mix with one another the chances of those traits coming forth increases. So the whole "I got some Indian in me" may have some foundation in truth when you look at us from, say, the 1800's to today.
