If we're talking from 1979-1999 the answer is Dre, if we're talking 2000-2019 the answer is Kanye.

There's not much overlap. Kanye didn't start picking up steam until Dre stopped producing.

I guess you could compare Kanye's beats on Blueprint to 2001 or GRODT (but I'm not entirely sure Dre made any of the beats on GRODT)
