There are names that you objectively can't refute based off the quality of their work, that includes everything from bars to beat selection to cadence/tempo. Pusha T has the work that qualifies him to the point that if someone lists him you should really only argue placement. Even if he's not elite/A-tier to you how many rappers are in that elite tier for you and how many B-tier are head and shoulders better than him.

To be honest if you include everything Jim Jones done solo and with dipset id say his discography→Pusha .
Pusha T is not a top 50 rapper lol. And Jimmy got better albums than Push.
