Cloak and Dagger from the comics is completely unrelated to the Dabney Coleman flick.

It would be cool if Marvel brought some of their TV characters to the big screen. Cloak was in the final battle against Thanos in The Infinity Gauntlet and actually consumed him within his cape's dimension briefly.
