Chicago Cop Accused of Shoving Flashlight in Handcuffed Teen's Buttocks

A lieutenant from the Chicago Police Department surrendered to the Bureau of Internal Affairs Wednesday after he was accused of shoving a flashlight into the clothed rear-end of a handcuffed teen carjacking suspect.

Lt. Wilfredo Roman allegedly shoved the flashlight in between the 17-year-old's buttocks after he and a 16-year-old suspect were arrested this summer for an alleged armed carjacking in February.

"That's what you get for carjacking," Roman allegedly said during the arrest.

The 21-year veteran is said to have begun his assault after the 17-year-old complained about the handcuffs being too tight. Roman's lawyer downplayed the accusations during his client's bond hearing on Thursday, claiming the alleged assault was a "spank or spanking" and that the flight light was smaller than a pen.

Roman, who earns an annual salary of over $138,000, was relieved of his police powers once the allegations became known in July and could face further disciplinary actions after both criminal and administrative investigations conclude. He's had 40 citizen complaints during his career and was sued three times for misconduct, including one lawsuit that was settled for $200,000.

Roman has been charged with aggravated battery and official misconduct, both of which are felonies. He has since been released on his own recognizance. The two teens' charges are pending in juvenile court.
