No. I don't think it has helped with head coaching jobs. It's done good things for coordinators, but the required interviews for head coaches isn't helpful.
By helpful you mean a team brought in a black candidate that they had no legit interest in, just so they could meet the requirement... and ended up giving him the job?
20 years with minimal impact isn't good just because it possibly wasn't NO impact. I'm not saying the should scrap it. But they need to do something with it besides pretending like it's doing something to help.

Here is one example: Marvin Lewis being hired by the Bengals in 2003.
How's he an example beyond he's black and got a HC job? The Rooney rule just requires interviews for HC openings. Lewis was already getting interviews for HC jobs before that.

The powers that be in Cincinnati have gone on record saying that they hired him after interviewing him to satisfy the rule, even though they were actually planning to hire someone else.
