Doom is not a Villain, he is an antagonist but very complex. He just spent a whole Run as the new IronMan and another as a member on the Avengers. He has spent time on the Future Foundation.

He is not outright evil, his choices and motivations can sometimes bring him into conflict with heroes but he is never just being a villain to be a villain unless it involves the Fantastic Four. Since the birth of Valeria Richards even less so.
 
Joker and Lex Luger for the realism and relatability, which speaks why they’re still so popular today

Magneto for the badass-ness he encapsulates

The 90’s television series Spider-Man had the best iteration for Venom outside of the comics, dude had a hard on for Peter Parker. Fuck spider man, he hated Peter’s guts with a passion. Felt like he’d strap Peter to himself and jump into a black hole, just to kill him and watch his pain as he died. Shit was goat.

I'd argue Spectacular Spider-Man did a great job building the hate both Eddie and Symbiote had for Pete.
