My kneejerk response was neither deserve any placement in a goat anything

But to play along, the
case could be made for either for different reasons
 
Future was/is just another big rap star that mastered his niche and kept a consistent fanbase. 50 revolutionized the mixtape game, added new strategies to approach rap beef, and set a standard for marketing and branding that hasn't been matched since. Future might be more liked now, but 50 represented and ushered in the last boom period in rap as of right now... that's gotta put him high up on someone's list.
