There are two sexes. Sex is biological and, therefore, is immutable. Intersexed/Hermaphrodites simply have mutations/birth defects; nothing more or less.
Gender, on the other hand, can be whatever because it's not based in biology and is horribly flawed. It hasn't given rise to these various "genders".......but it's definitely emboldened people who live that lifestyle.
I think it's intended to be a deterrent more than anything.
They see the end result of what's happening over here with transgenders and reassignment surgery and the like, so they're just taking the necessary steps to prevent that kind of thing from happening over there.
Basically, the goal isn't really to stone them.......but to give them incentive to stay in the closet so that they won't be stoned.
