....also fails to mention that a class action can be certified to cover millions of people nation wide. So hypothetically, if Trump said "I'm going after all American black citizens" a class action can be certified to include all black American citizens across the country.

I don't understand politics or the government or whatever. So the senate voted for that big, beautiful bill. Now what? The House has to vote again, and then it becomes law? If it becomes law when does it take effect? Can a federal judge stop it or delay/suspend it?
